WILLIAM EARL "CUFF" FINNEY, age 78, of Winchester, Tenn., departed this life on Thursday, June 28, 2018, at The Waters of Winchester, LLC, following an extended illness.  Mr. Finney was born in Decherd, Tenn., to the late Robert Lee Finney and Lora Sanson Finney on July 17, 1939.  He was employed for approximately 32 years for the Franklin County Highway Dept. and worked various positions, his last being Assistant Superintendent. He last attended the White Oak Grove Church of God.  He enjoyed working on this farm.  His favorite hobbies when his health was better were fishing and "shooting hoops".  He also enjoyed riding around with his family members.

In addition to his parents he was preceded in death by his wife, Loraine Finney, brothers; Johnny Finney, Virgil Finney, Grady Finney and Don Finney, sisters; Helen Marlow and Mary Sells. He is survived by his sons; Larry Elliott and wife, Betty Joan of Tracy City, Doyle Finney and wife, Evelyn of Winchester, Troy Finney of Winchester, 3-Grandchildren; Blake Finney of Estill Springs, Shannon Loudermilk and husband, Thomas of Winchester, Brenna Harriman and husband, Michael of Tracy City, 7–great-grandchildren, Sisters; Virginia Mantooth of Winchester, Bobbie Jean walls of Decherd and Tennie Partin of Texas.

Services for Mr. Finney will be held at 2:00 P.M. Saturday, June 30, 2018, in the Chapel of Grant Funeral Services with William Walls, officiating.  Visitation for Mr. Finney is scheduled for 5:00-8:00 P.M. Friday evening in the Chapel of Grant Funeral Services.   Interment will be in the Gum Creek Cemetery in Decherd, Tenn., with Bobby Ray Sells, Doug Sells, Christopher Loudermilk, Bobby Gipson, Ricky Finney and Blake Finney serving as pallbearers.
